FinCEN 314(a) File Download Specifications Update on March 1, 2025

FinCEN has received questions about the addition of the “electronic address” field that will be included in the March 1, 2025, update. Please find information below that explains this change.

What “electronic address” options will be included? 

The update will allow us to include the following electronic addresses in the 314(a) request, if this information is provided by law enforcement:

  • E-mail address

  • Internet Protocol address

  • Secure E-Mail address

  • Web Site address

Why was the update necessary?

Previously, law enforcement would at times include electronic addresses as subject identifiers when sending FinCEN their 314(a) requests.  FinCEN would need to omit this data before transmitting the request to financial institutions as the data format specifications did not account for electronic addresses; including this data had the potential to disrupt the ability of some financial institutions to ingest the subject data.  By adding a dedicated electronic address field, FinCEN is now able to include this type of subject data in the 314(a) request when it goes out to financial institutions.

Are there any other updates I should know about?

The March 1, 2025, update also includes some field size changes to align them with current standards, most notably the tracking number that financial institutions receive, as compared to the one law enforcement receives.
